It's been so long divorced from where things used to be that it's now become an occasion for people to dress up as things they like, or things that would otherwise scare them, and have fun. For kids, they go door-to-door and get candy.
For adults, it's more about having fun at parties. It's a big excuse to jump outside our daily lives and work outside social norms for a while.
It was All Hallows Eve once upon a time. It probably all comes from pagan-era Celtic customs - and came over to North America from Britain a few centuries ago.
A lot of what you'll see, like the carved pumpkins, probably started out about frightening evil spirits. It had a lot to do with Christian saints days, and a belief that there was a certain vulnerability to evil forces on a specific day.
A lot of people still believe that, I just think people like an excuse to step outside themselves for a bit. And stuff themselves with chocolate. As for costumes, it's whatever you want!
Some people like to feel a bit sexy and attractive, others like to dress up as a favorite character, or just something they find fun. It's pretty much whatever you want.
